Policy EE1 Employment uses - AMENDED

Development proposals that support the creation or protection of jobs and the sustainable development and economic growth of the neighbourhood plan area will be supported where it:

  1. Can be achieved without significant impact on the built and natural environment, highway safety and residential amenity;
  2. Is an appropriate scale and the use does not conflict with that of neighbouring occupiers;
  3. Provides opportunities to be accessed by sustainable transport, where appropriate; and
  4. Includes appropriate levels of car and cycle parking.

Where planning permission is required, development proposals that support home-working, such as the creation of workspace for home-run businesses will be supported where it can be achieved without significant impact on the built and natural environment and residential amenity.

Should the proposal include the creation of workspace for a home-run business and require the conversion of part of a dwelling, its outbuildings, or the development of new buildings within its curtilage, this development must be of an appropriate design and scale, reflecting the surrounding residential environment and not compromise residential amenity.

 

Policy EE2 Loss of land and buildings in employment use SAVED

Development proposals for the redevelopment or change of use of land or buildings in employment use to non-employment use should demonstrate that the existing use is no longer economically viable or compatible with adjoining uses. Evidence should be provided that the site has been actively marketed in accordance with the Chichester Local Plan: Key Policies Appendix E Appropriate Marketing Guidance or any successor guidance.

Policy EE3 Tourism activities SAVED

Sustainable tourism development proposals and/or extensions to or expansion of existing tourism uses, will be supported in principle subject to there being no unacceptable impact on adjacent residential amenity, wildlife and cultural heritage.

Development proposals relating to land outside the Boxgrove settlement boundary should be appropriate in terms of form and design and demonstrate they will not have an adverse impact on the rural landscape and will, where appropriate due to their location, contribute positively to the natural beauty, wildlife and cultural heritage of the South Downs National Park.

Parking provision should be contained within the site where possible.

Policy EE4 Communications infrastructure. SAVED

All new residential, employment and commercial development should be designed to connect to high quality communications infrastructure.

Support will be given to appropriate proposals to provide improved access to the mobile telecommunication network subject to the siting, design and impact on adjoining premises, wider views and the landscape.

Policy EE5 Rural Buildings SAVED

The re-use, conversion and adaptation of rural buildings for small businesses, recreation, or tourism purposes will be supported in principle subject to the following criteria:

a. The building is structurally sound and capable of conversion without substantial reconstruction;

b. The use proposed is appropriate to a rural location;

c. it can accommodate the proposed use(s) without the need for significant extensions or ancillary buildings;

  1. The conversion/adaptation works respect and enhance the local character of the surrounding area and/or buildings;
  2. The use proposed will not have any significant adverse impact on any archaeological, architectural, historic or environmental features; and
  3. The local road system is capable of accommodating the traffic generated by the proposed new use and adequate parking can be accommodated within the site.
